Personal import versus commercial import. Customs law in most countries draws a distinction between goods imported for personal use and goods imported for commercial purposes. Personal imports attract lower duty rates and higher thresholds. Commercial imports face full tariff treatment and often require formal customs declarations.

Traveler obligations. Travelers must be told if the goods they are carrying are intended for resale. A traveler who unknowingly carries undeclared commercial goods faces the same customs liability as if they had known. Transparency with your traveler is a legal and ethical obligation.
